Bio

Santo joined Horing Welikson Rosen & Digrugilliers, P.C. as a Member of the Firm in September 2023. Prior to that, he was the founding partner of Golino Law Group, which he successfully managed for over two decades.

Santo started his career in rent regulation at the New York City Conciliation and Appeals Board, followed by a position with the Division of Housing and Community Renewal until 1988. Thereafter, he embarked on a career in private practice as a Litigation Partner at a leading administrative law firm until the year 2000 when he started The Golino Law Group.

Santo is experienced in all aspects of residential and commercial landlord/tenant litigation, as well as commercial litigation in civil and supreme courts.  He has argued before the Appellate Term and Appellate Divisions in both the First and Second Departments, and continues to practice in the Federal Courts on landlord/tenant-related matters. Santo also brings an immense amount of expertise in Administrative Law proceedings, concentrating on matters before the Division of Housing and Community Renewal, as well as a number of other City and/or State agencies.
