Bio

Louis joined Horing Welikson Rosen & Digrugilliers, P.C. as an Associate in 2023. Louis currently handles landlord-tenant litigation proceedings with the Firm, appearing routinely in housing courts throughout the City.

Prior to joining the Firm, Louis spent 12 years representing landlords and tenants in residential and commercial property matters throughout the state. He has appeared on matters in housing, civil and district courts, representing parties from the inception of the proceeding through the appeals process up through the Appellate Division of New York State.

Louis also has much experience defending property owners in proceedings commenced by the Department of Housing Preservation and Development, as well as tenant-initiated actions seeking repairs or claims of harassment and/or unlawful eviction. He has similarly represented clients in the Supreme Court of the State of New York regarding property damage claims, contract disputes and vacating mechanics liens placed on properties.

In addition to his courtroom practice, Louis has also represented both sellers and purchasers in residential real estate transactions, client proceedings before the New York State Division of Housing and Community Renewal (DHCR), and at the Office of Administrative Trials and Hearings (OATH) to address violations issued to building owners by the New York City Department of Buildings, Fire Department, and Department of Environmental Protection.
