Bio

David joined Horing Welikson Rosen & Digrugilliers, P.C. as a Member of the firm in 2022, along with his wife and fellow Member, Linda S. Burton. Prior to joining the firm, David opened his own practice in 1995, specializing in real estate and housing law, and was the founding member of Burton & Burton, P.C., which he opened with Linda S. Burton in 2005. 

David has over 33 years of experience representing residential and commercial property owners in the Housing, Civil and District Courts, as well as the Supreme Court of the State of New York. David has litigated matters before the Environmental Control Board, the New York City Commission of Human Rights, the Office of Administrative Trials and Hearings, the New York State Division of Housing and Community Renewal and the Department of Housing Preservation and Development. David also has a multitude of experience representing buyers and sellers in residential and commercial real estate transactions, in addition to landlords and tenants in the negotiations of commercial leases.

He received his Juris Doctor from Touro College Jacob D. Fuchsberg Law Center, and a Bachelor of Science from the University of Maryland.

David is admitted to the New York State Bar and the United States District Court for the Southern District of New York.
