Bio
Charles joined Horing Welikson Rosen & Digrugilliers, P.C. in 2025, and appears daily in New York City’s housing courts to handle landlord-tenant litigation proceedings.
Prior to joining the firm, Charles litigated housing court matters as a staff attorney for Legal Services of Long Island, where he was able to develop his litigation skills by conducting trials, arguing motions, and negotiating settlements. Through this extensive experience, he established insights into the complicated legal frameworks landlords must navigate in the eviction process.
Before working in housing law, Charles was employed in China for four years as an education consultant with the firm Polaris and Dawn. There, Charles advised students applying for graduate programs, reviewed and edited their application materials, and secured admission offers from top schools in the United States and the United Kingdom.
Charles earned his J.D. from William and Mary Law School, where he was a Graduate Research Fellow, a member of the Moot Court Team and was a part of three student clinics. As an undergraduate student at Western Connecticut State University, Charles graduated first in his major while studying Justice and Law Administration.
